The purpose of this program is to protect waters of the state (surface water and groundwater) from exposure to (petroleum-based) fluids stored in aboveground storage tanks by confirming compliance, for specified facilities, with the federal Spill Prevention, Control, and Countermeasure rule. This is achieved through routine, periodic, and complaint inspections, surveillance, enforcement, public education, and assistance to industry.
APSA Facilities must have a SPCC Plan, answer "yes" to aboveground petroleum storage of 1,320 gallons on the Business Activities page in CERS, keep inspection logs, have spill response supplies near sources, and have documented training for petroleum spill response.
Tier I Facilities may use the Tier I Template to satisfy the SPCC Plan requirement.
