What is Senate Bill 552?
Senate Bill (SB) 552, signed into California law on September 23, 2021, requires state and local governments to share responsibility in planning and responding to water shortages. The bill aims to improve drought resilience for small water suppliers, state small water systems (SSWS), and domestic well users.
What is required for SB 552?
Under SB 552, counties must establish a standing drought and water shortage task force, fulfilled in Mono County by the Land Development Technical Advisory Committee (LDTAC), to support SSWS and domestic wells users. Counties are also required to develop a Drought Resilience Plan (DRP) that:
- Identifies risks to small water systems and domestic wells
- Proposes both interim and long-term solutions, including system consolidation, well mitigation, emergency water supplies, and implementation steps.

What are the benefits of a Drought Resilience Plan?
A DRP helps strengthen local water security by identifying vulnerabilities to droughts and water systems failures, developing strategies to maintain supply during water shortages, and improving access to federal and state funding sources.
What does a Drought Resilience Plan include?
The County’s DRP will include:
- Risk Assessment – Identifies communities, SSWS, and domestic wells that are most vulnerable to drought impacts.
- Short-term Response Actions – Outlines immediate measures, such as water hauling, emergency supplies, or public notifications.
- Long-Term Mitigation Strategies – Proposes solutions like infrastructure upgrades, backup water sources, conservation programs, and system consolidations.
- Implementation Considerations – Defines timelines, responsibilities, and potential funding sources to support the plan’s rollout.
How can I get involved?
