Mono County Welcomes Steve Rose as New Human Resources Director

MONO COUNTY, CA – August 5, 2025 – Mono County is pleased to announce the appointment of Steve Rose as its new Human Resources Director. Rose brings a wealth of experience in public sector human resources management, making him a valuable addition to the County's leadership team.

In this pivotal role, Mr. Rose will be responsible for overseeing all aspects of human resources for Mono County, including recruitment and retention, employee relations, compensation and benefits, performance management, training and development, and ensuring compliance with all relevant labor laws and regulations.

"Steve's extensive background and proven track record in human resources, particularly within a governmental context, will be instrumental in supporting our dedicated workforce and fostering a positive and productive environment for all County employees. His leadership will be critical as we continue to attract, develop, and retain top talent to serve the residents of Mono County."

Mr. Rose brings over 25 years of experience in human resources in the United States Air Force, Department of Homeland Security, and the Department of Energy. He most recently served as Human Resources Director for Nevada County.

Mr. Rose has a Bachelor's Degree from the University of Nebraska in Public Administration and two Master's Degrees, in Economics and Human Relations, from the University of Oklahoma. In addition, he has extensive training in human resources through the United States Air Force and has received over 20 major awards and decorations throughout his career. Rose is a certified Green Belt in Lean Six Sigma and has a proven track record of process improvement throughout his career. Rose's human resource experience includes staffing, classification, employee benefits, pay administration, performance management, wellness programs, Equal Employment Opportunity, labor relations, employee training programs, and organizational development.
