| The Mono County Community Development Department (CDD) provides a variety of planning and development services for the unincorporated territory of Mono County. Some limited CDD services are also provided within the town of Mammoth Lakes. In addition to providing traditional planning, building, and code compliance functions, the CDD provides staff services for the Local Agency Formation Commission (LAFCO), Land Development Technical Advisory Committee (LDTAC), the Local Transportation Commission (LTC), the Airport Land Use Commission (ALUC), numerous Regional Planning Advisory Committees (RPACs), the June Lake Citizens Advisory Committee (CAC), and the Mono County Collaborative Planning Team (CPT). | ![]() |

The CDD was established in 1999 through a reorganization of the Planning, Building and Code Enforcement departments to streamline permit processing, enhance customer service, improve cooperation among development permit functions, and more efficiently utilize our limited personnel. The CDD has also evolved to provide increasing levels of staff resources for transportation planning and economic development. As the planning agency for the unincorporated area, CDD functions include development and implementation of the county General Plan, area plans, community plans, and specific plans. Mono County emphasizes a strong community-based collaborative planning process in the development and implementation of its plans. The vision for Mono County, as contained in the Mono County General Plan, follows: MONO COUNTY VISION: "The environmental and economic integrity of Mono County shall be maintained and enhanced through orderly growth, minimizing land use conflicts, supporting local tourist and agricultural based economies, and protecting the scenic, recreational, cultural and natural resources of the area. The small-town atmosphere, rural residential character and associated quality of life will be sustained consistent with community plans. Mono County will collaborate with applicable federal, state, and local entities in pursuing this vision through citizen-based planning and efficient coordinated permit processing." |

In implementing this vision, the CDD processes building and planning permits, including subdivision maps, use permits, variances and general plan amendments. In order to streamline and simplify permit processing, Mono County has incorporated its general plan into zoning regulations. The CDD administers the County's land conservation program (Williamson Act), its Surface Mining and Reclamation Act (SMARA) program, and the requirements of the California Environmental Quality Act (CEQA). The CDD also issues construction permits for individual developments that comply with all regulations and permit conditions associated with the property, and maintains an enforcement program to ensure compliance with land use and construction regulations. |

| Develops and administers all land use plans for the County of Mono; provides staff for the investigation, analysis, reports and recommendations for all matters before the Planning Commission; and serves as the Commission representative on matters transmitted to the Board of Supervisors; provides staff support to the Local Transportation Commission (LTC), the Local Agency Formation Commission (LAFCO), the County's eight Regional Planning Advisory Committees (RPACs), and the Multi-Agency Collaborative Planning Team. | Provides the required building plan check and inspection services on all buildings within the unincorporated areas of Mono County; provides support for homeowners and developers throughout the construction process, including consultations, permit issuance, and inspections; provides essential information and advice for streamlining the construction process. | Provides inspection and enforcement activities in the abatement of a variety of nuisances prohibited or restricted by state law or county ordinances, including abandoned vehicles; and enforces land use ordinances, policies, and permit conditions established by the County. | |
