MONO BASIN COMMUNITY PLAN:Visioning to Action
The Mono Basin Regional Planning Advisory Committee (RPAC) warmly invites you to participate in a conversation about the future of the Mono Basin.

To achieve the goal of involving as much of the community as possible in a focused, open discussion about community issues, we need your continued feedback! Please tell us what pushes your buttons, causes you heartburn, or makes you feel empowered and excited. The more input we receive, the better the plan will be! We are also happy to sit down and discuss the plan and its development in depth with anyone who is interested! The plan will be considered in detail at an RPAC workshop in July. The Mono Basin Community Plan: Visioning to Action is a community-based planning effort that will define a vision and set of policies to guide future land use, development, and quality of life decisions. The goal of the RPAC is to involve as much of the community as possible in a focused, open discussion resulting in an implementation and action plan with specific timelines and projects. Two community Visioning Workshops were held in the autumn of 2010, followed by four Action Plan Workshops to discuss more specific opportunities and issues of concern. The community input from these workshops and the Community Survey will be developed into goals, objectives, policies and actions for the Mono Basin in pursuit of the Vision. Policies relating to land use and planning will be incorporated into an update of the Mono Basin Area Plan, which is part of the County's General Plan and has regulatory authority. A Vision is meant to be aspirational and should define what we ideally want to become in the future. Based on input from the Visioning and Action Plan Workshops, the Steering Committee for the Mono Basin Community Plan crafted the Draft Vision Statement. Visioning Workshops Two Visioning Workshops were offered and built around community conversations where all ideas were welcomed. The Mono Basin RPAC called registered voters, emails were sent to the County's Mono Basin contact list, and flyers were posted around town, sent to out-of-town property owners, and taken home by high school students. Four Action Plan Workshops, with the same outreach as the Visioning Workshops, were held to facilitate community conversations on the following topics:
The results of the Action Plan Workshops, together with results from the Visioning Workshops and Community Survey, will be used to craft plan policies and actions.
A community survey was released during January 2011 to gather additional input, refine workshop results, and provide a participation method for those uncomfortable with public meetings or unable to attend the workshops. Demographic information was collected to understand the distribution and representation of respondents, but the survey was anonymous to encourage candid responses. The survey was released in English and Spanish in convenient locations around Lee Vining, including Nicely’s Restaurant, the Mono Market, the library, and the post office. The survey was also available on the County website, distributed to high school and elementary school students, and sent to the Mono Basin RPAC email list. Postcards directing people to the website were sent to Lee Vining post office box holders and out-of-town property owners, and a display poster at Nicely’s Restaurant explained the plan purpose and process. Surveys could be returned at “drop boxes” in Nicely’s Restaurant and the Mono Market, or by postal mail, fax or email. Over 70 surveys were returned to the County, or about a 15% return rate based on the 2010 Census population estimate of 446 residents. Given the survey was quite involved, requiring about 20 minutes to complete, and a typical return rate of about 10%, the survey participation rate was encouraging. The demographic information indicated almost all respondents were permanent Mono Basin residents, evenly split between Lee Vining and Mono City, and most have lived in the area for six to over 21 years. The age range of respondents was well-distributed from 25 to 65+, although the older ages were more heavily represented. County staff compiled, organized and, when possible, quantified survey results to reveal trends and levels of support for various policy directions. The Steering Committee felt the workshops and surveys, based upon participation rates and demographics, were a good starting point for establishing community direction, and therefore utilized these results to draft the Community Plan goals, objectives, policies and actions. The Mono Basin RPAC will be reviewing the Vision Statement, policy issues to determine actions, and the Community Plan in open, public meetings.
